Poor mechanics.
I tried this three times. Each time, I got stuck in a wall within one minute. Your programming skills need some serious work.
Good looks, bad mechanics.
Looks great, presented well, but when you come down to it, the game isn't very interesting. The core of the gameplay is just button mashing, and the dodging and blocking do little to change that. Also, the intro music was bad--I know it was supposed to be a carnival, but you could have done better.
Ok, but pretty generic.
It wasn't anything new. It was slow-paced, and don't tell me you're pushing the limits of Flash, because you're not; you just didn't take any sort of action to speed it up, like converting some of those vectors to bitmaps since you're using so many gradients. It could have run faster, and it could have loaded faster, and those details make a big difference.

but I was a bit dissapointed. It ran too slow, and there wasn't enough to prevent it from getting to a point where two tanks just faced each other and fired until one explodes. However, it was very well presented, and you clearly put in a lot of work, so you deserve a 10.

A glorified game of whack-a-mole. Nothing really sets this apart from the rest of the NG sniper games.
This is a demo so far. I haven't really seen a whack-a-mole where moles were running away (see Mission 2). But I agree that mission 1 seems like that.

...please stop comparing your mediocre game to metal slug X. it was the same style in that it was a side scrolling shooter, but you didn't even get close to capturing the gameplay. nice graphics, but not so great design.
